In early days, circa 2000s, the rise of "Green Vehicle to save the Earth", was the hype, but to Californians, the biggest perk of buying an EV/Hybrid, was, 'the sticker to drive on HOV lane, w/o the required occupants'... also the $7,500 - $10,000 Government(s) rebates...
All those perks, to justify the reason why a Hybrid vehicle needed to cost $3,000 - $10,000 over a regular counterparts... just to have a so-so 1.8 liter engine + a battery motor and an "E" on the back of the trunk;
during those time, it's a 'pride to drive green', as the: "Prius, the savior of Earth"...
Or Nissan Leaf, "Leaf to save Polar Bears"~~ ** by driving below 30mph, anywhere...
Fast forward to 2018, those perks, are slowly diminishing... you won't get much government rebates on EV/Hybrid, nope, and it's not POTUS Trump's fault... if you start to look into details on CA Government's law and policies, those Green Vehicle benefits/perks, should all be expiring soon... 2025 or so.
In a way, those rebate & discounts, are the promotions to "suggest" car manufactures making 'more green vehicles', by, using public tax revenue, to subsidize the car manufactures on what they should be doing in the first place..
If you look all those eligible vehicles, and its MSRPs, isn't there something weird??
Have you ever notice, how much is the MSRP for a Toyota Mirai???
The fuel cell vehicle, where all cars should be build like that.. The Future!!

Honda Clarity Fuel Cell: $58,490, MPGe: 68 miles, Range 366 miles; and it's lease only.
LEASE PRICE: $369/month with a $2868 down payment
EVs:
Chevy Bolt: $37,495- $40,905 MPGe: 119 miles. Range: 238 miles
BMW i3: $44,500 - $51,500 MPGe: 112 miles. Range: up to 114 miles - 180 miles
Nissan Leaf: $29,990 - $36,200 ** Cheapest, but... MPGe: 112 miles. Range: 151 miles. (Up from its original 84 miles)
Tesla Model 3: $35,000 - $50,000+ MPGe: 130 miles. Range: 220 miles - 310 miles.
Obviously, these EVs aren't design for summer road trips.. and you aren't likely to find any fuel cell refill stations other than Exxon/Mobil Gas station, the hydrogen fuel availability is growing, but still far less than desired.
As for the fuel $ saved from traditional 'gas guzzlers', it all depend on which viewpoint you are sided with... by all means, neither side has a compelling winning argument..
But, those aren't the point, the far more interesting point, for Californians, is the HOV sticker... the $22 sticker that give you the access to HOV lane at all time~ is the pure benefit of owning an EV/Hybrid, especially if you live in Los Angles region...
Just, those HOV sticker program(s), only last about 4 years.. then it update into a new program for newer EVs/Hybrids, that, older Hybrid/EV owners, can't take advantage on...
What's more interesting is, if you're extra wealthier than average people, you have to choose, to take the $1,500 - $5,000 Government rebate, or the right to have a HOV sticker... you can't take both.. if your salary is above $150,000 per year.
You spend that much $$, to save The Earth, while your perks, is diminishing... unless you switch to a new EV/Hybrid, every 4 - 5 years... to take on the latest benefits... ** If that HOV sticker is the only reason you decided to buy an EV.
How, economical, is that??
Either way, the HOV sticker program, is said to all ends in 2025 anyway... therefore, in the future, buying an EV, is really, just to 'save Earth'...
while, using more electricity,⚡️ to power up your vehicle....
All in all, why do we need private vehicles??? that, might be a more interesting question to ask...
Those EVs, Hybrid, & Fuel Cell vehicles, are much more expensive than normal, as a way to make up the research/design costs... which, probably make senses... yet, aren't car manufactures, already make tons of profits???
Moreover, why would you, want to purchase an 'used EV/Hybrid'??? As many Millennials done so...
You do realize, that all the benefits/rebates/HOVstickers, were already taken/used by its 1st owners, right?? Please tell me you do know that..
When all sums up, is it rational to say: that all EVs/Hybrids, are just bunch of unnecessary steel/battery wastes add-on to the environment, than actually helping the Earth??

Therefore, how long, are you expecting those EVs' lithium battery, can last?? certainly, not a lifetime.. isn't it?
** Avg., 8-10 years is the current lifespan of EVs' battery. Unless it keeps exploding like Tesla's...

People are especially 'smart', when they purchase 'used EVs'... thought they're 'saving even more $$', as if they don't realize, the cost, to replace those EVs' lithium battery...
It won't be the $79 car battery like sold at Costco...
On average, ~$5,000+ to replace current EVs' battery, far much cheaper than when it first came out, around $20,000+ per battery.

I'm pretty sure, no one can be certain, what to actually do with those retired EVs' batteries... even though re-use programs are in place to extend the life of them, but, God knows what to do with these when those are totally 'useless'.. perhaps, ship to China or India.. like what we are doing for so long: e-wastes send to rural nations... kick trashes out of sight.

In the name of “saving the Earth”. But, do we, really?
If one, truly wishes to save the Earth, he or she, should do “nothing”;
Not eating,
Not drinking,
Not breathing,
Not reproducing heirs,
In fact, probably best just to end one’s own life, to “save Earth”. It's more effective that way.
As population growth, each living human, is a harm to the environment... “weapon of mass destruction”, when you considered one individual’s life consumption level in relationships to his/her living environment...
The sole reason one decided to purchase a car, is already the harm to Earth, regardless what type of car or fuel it used. In a way, what types of fuel(s) car you bought and use, won’t matter much, as the ultimate result, is the same, you are killing Earth, whichever way(s) you approach it...
There’s no justification in whatsoever we are doing, or “saving”; all those “savings”, are just robbed off others’ fortunate, either taxpayers or wealthy people... or, unfortunately, the average poor..
There’s no saving at all.. just “borrowed $$ from elsewhere”. Moving from one pot to another.
But, EVs/Hybrids drivers thought they are the saviors....
In a nutshell, they are just bunch of “advertisements/commercial victims”. On top of which, most of them, can’t drive properly either.

The only sensible question to ask, is why do people think they need a car???
When you start to see annual vehicle sales figures, aren’t you ever interested to learn, why??
Where all the “old cars went”? When numerous “new cars being produced, every month, everywhere in the world”....
Average normal person keeps the car for 7-15 years; while those middle classes lease the car every 3 years, to feel better or think they belong to upper middle classes, thus need to seat inside the “luxury car”..
To, 'feel good about themselves'.
